Do you have to live in Canada first before getting a work visa if you are a US citizen

Do you have to live in Canada first before getting a work visa if you are a US citizen?
Obviously it's possible to look for work in Canada while living in the US. But is it required to live in Canada or have another kind of visa before getting a work visa in Canada? Or can you just apply for jobs there and when you get an employment offer apply for the work visa?

No-one will hire you from the US unless you have very special skills, such as skull base surgeon. You can apply for a work permit if you can find an employer who can make a case to hire you and is prepared to go to the trouble and expense to do so. Or, you can apply to immigrate and job hunt when you arrive. If you enter as a tourist, the only entry available to you right now, you may not work or seek work.
