Entitled to work in Canada (or any country) means that: - You are a citizen of that country - You have a valid visa for that country Many types of visa are available depending where you come from and what you want to do in Canada. Work visa, study visa, traveller visa... Look up the details at this adress: http://www.cic.gc.ca/english/index.asp
2 :
Currently if you are not a Canadian you are not entitled to work in Canada When and if ... you get a visa then you can say yes
3 :
People can be legally entitled to work in Canada due to: - being Canadian citizen, - have a valid Permanent Resident status, - have a valid Protected Person status (i.e. have refugee claim that approved), - have a valid open work permit (work permit which does not have limitation on the type of work nor where you can work). No, any visa by itself will not make you entitled to work in Canada.
4 :
You must be a canadian citizen, a PR of Canada, be an approved refugee or have a canadian open work permit to be allowed to work in Canada. An ordinary work permit restricts you to a specific company If you dont have any one of those then you are NOT legally entitled to work in Canada

The era where more professionals can immigrate to Canada directly has passed. The Skilled Worker Class has been reduced to expedited category for very narrow set of applicants (the one with arranged employment plus few special professions). These days, for most people to immigrate to Canada you need ties in Canada, e.g. have relatives in Canada, have job in Canada, or studying in Canada. So, if you plan to immigrate to Canada (become permanent resident in Canada) you should look into that. Except if your profession one of those few special professions for Skilled Worker. Getting to work in Canada as foreign worker is not easy, a Canada employer must sponsor you, and generally must prove that although the job give good remuneration, there is no Canadian / PR can and willing to take the job. Therefore your skill must be very special, or your skill is good and you have a very good connection. If you in supervisory or managerial level in multinational company you can find out if you can be transferred to Canada branch. So the path that open to most people: continue your study as foreign student in Canada, graduate, get post graduate work permit, find a job, work in Canada, and based on that you can apply for PR. Read thoroughly below for more information about immigration to Canada and about working or studying in Canada.

I am not quite sure why you are looking to immigrate, but as many replied to your question with circumstances. Some of them are true and some not. In general economy is still going south , Many software jobs are still available and badly needed but cost and quality advantage is seldom met. So, that job gets either endup offshore (like india /china) or sent (back) to US (US and CAD $ almost equal). Comparing to US, many companies here are still US based , except few exceptions. unemployment rate in US is close to 10 and canada also not doing well, still lot of people out of job. This does not mean you wont fond a job here. Looking at other side, software jobs will go offshore (india/china) for next atleast 8-12 qtrs. If you look at heavy weight companies they normally have some kind of visibility for 2-3 yrs. Given the knowledge base in those countries and cost advantage ,this is pretty solid fact. Looking at salary - expenses - taxes , Canada is not attractive anymore. In fact, I have many friends , who save more than me in India. Of course you are better life style here. Moreover, if you are married or planning to get married, kids education sucks here. Indian schools are far much better than public schools here and private schools are damn expensive. I bet even 6 or 7 grader will beat 10 grade canadian kid quite easy in math and science. You can debate that kids do get lot of other skills such as sports or french but end of day its still does not give edge. Health care is advertised free, but given the amount of money , an immigrant like you earn and pay taxes, you will find much better health care in US. In my opinion, I advise many of my friends, stay put in India. take advantage of booming economy, build good skills (Intellectual property) invest back in economy in home. I see lot of future for India as well as China. But, again , I advise you to take everything here with a pinch of salt.

No business or person would advertise an under-the-table job. That would defeat the purpose.

Can I legally in Canada work for two charities (but different audiences) and get paid as a fundraiser

Can I legally in Canada work for two charities (but different audiences) and get paid as a fundraiser?
one job would be full time, the other would be part time.

Sounds like a conflict of interest if you are being paid.
2 :
You would have to disclose it to both companies. If they are ok with it there is no problem. There would be an issue if they were competing charities or if their major fundraisers were at the same time. Even if they're totally seperate and you don't tell your bosses, you could easily be fired when they find out.
