I am applying for a job, and got a return email stating they only hire those with "legal permission to work in Canada" ... what is required in order to get legal permission to work in Canada?

You apply, with everyone else, for immigration. The queue is about two years.

You cannot apply for a Canadian work permit if you are an American citizen unless you are a skilled worker that a Canadian company won't be able to find in Canada.
