If my wife is permanent resident of the USA can she work in Canada?
I am Canadian. My wife is permanent resident of the USA but she lives in Canada. Can she apply for work permit in Canada?

If she has permanent resident status in Canada, your wife may work. Otherwise she must apply for that. As a spouse you can sponsor her:

Your wife needs to give up her status as a permanent resident of the U.S. and apply for permanent resident status in Canada. Neither government would condone the idea that a person can reside permanently in two countries at the same time. If she wants to work in Canada, you can get her landed immigrant status. If she gets landed status in Canada, she will forfeit her LPR status in the U.S. You can't play both sides of the fence at the same time.
